Um, the various levels of Government embark on awareness campaigns all the time, with varying levels of results. Don't drink and drive. Don't speed. Smoking is bad. Take an apprenticeship on a farm? (I know they had ads about something like that a while back, the exact details escape me, mostly I just remember it had young people next to tractors talking about how great their new jobs were). There's Step 2 for you. And there isn't meant to be a Step 3 unless you count "Look at all the statistics such as students staying in school, students nominating teaching as a university preference, take more surveys about parental and student attitudes towards schooling and teachers and compare to previous statistics and polls and use as feedback to modify the publicity campaign if necessary"

And in your solution there's still the slight problem of having crappy teachers. How can I respect my teachers if they're obviously an idiot or they act like they'd rather be anywhere but teaching me?
And changing curricula and teaching methods still requires throwing lots and lots of money at the problem.. who's going to rewrite the curriculum? Who's going to come up with better teaching methods and resources to teach them effectively? And most importantly to my mind, who's going to change the parents' attitudes so that they don't teach their kids those same crappy attitudes? You can indoctrinate as much as you want at school but unless those values are also being taught at home good luck with getting them to stick.
